1. Minutes of the Regular Meeting of June 24, 2021    
Vouchers Payable -  $285,716.80    
3. Revised Position Description:  Public Services Librarian - First Floor Public Services Department; revised to to add Program Team participation duties and standards.    
4. Policy Revisions - Circulation Loan Periods and Item Limits Policy; Proposed additions to the policy are highlighted; proposed deletions have been struck through.

5. Dave Romond service award: presentation of a plaque to Dave Romond, recognizing 5 years of service with the Oshkosh Public Library Board. This award would normally have been presented at the annual “State of the City” event, which was held virtually this year.  NO  
6.  Election of Library Board officers for 2021-2022 - Library bylaws call for election of officers (President and Vice-President) at the July regular meeting each year. No slate is prepared as Nominating Committee was not appointed.  Action recommended: Either take nominations from the floor and hold the election, or table the election until a Nominating Committee may be convened. Both methods have been used by the board in the past. YES

10. Proposed Revision -- Fines and Fees Policy: Proposed additions to the policy are highlighted; proposed deletions have been struck through.  At a recent Board meeting, Trustee David Rucker asked that elimination of certain fees be considered by the board (meeting rooms, copying / printing, and used books). Staff have evaluated these proposed changes and are recommending against adoption. A memo is enclosed to document staff reasoning. YES  
11. Grant application proposal: Community Resources Navigator: the meeting packet includes summary of the grant project proposal we wish to submit to the WI DPI and the City of Oshkosh for federal ARPA (American Rescue Plan Act) funds. With the board’s approval, we will seek funding for a one-year pilot project to hire a social work-trained Community Resources Navigator to the Library staff. YES  
12. 2022 Library Operating Budget Process: As of the date of preparation of this agenda (July 22, 2021), Library Administration has no data from the City of Oshkosh on which to build a budget for 2022.  I ask the Library Board to consider holding a special budget meeting between August 11 and 13 so that an-approved Library budget may be entered into the City’s financial system by the August 16 deadline. If the Board will approve holding such a meeting, Library staff may go forward with scheduling, noticing, etc.  Library Director requires guidance from the Board. YES
