Strategic Plan Update 2010 – 2011 -- Background
In the Autumn of 2009, the library began a process to revise its strategic plan covering the period running from July, 2010 through December, 2011. A major goal of this process was to make it more open to public input than the 2008 revision process had been. To enhance the objectivity of the process, an outside planning facilitator was engaged. Tom Grogan, of the University of Wisconsin – Oshkosh, who facilitated the library’s 2007 planning process, agreed to help again in 2010.

In November, 2009, the Library Director presented the library board with a progress report on the plan revision approved in 2008.

On December 17, 2009, the library board reviewed and commented upon a draft plan revision presented by library administration.

A planning advisory committee of citizens met monthly January through March, 2010, to discuss the library and the working draft of the revised plan. These discussions led to the draft plan, released on March 15, 2010, at the “State of the City” held by the City of Oshkosh.
