Public Internet Access Procedures
ACCEPTABLE USE
- Users are required to follow the library's Internet Access Policy.
LIBRARY CARDS
- An individual must use his or her own library card or library card number (from any automated Winnefox library) to log on at a Public Access Internet workstation. The individual may be asked to present his or her library card and/or other personal identification to a library staff member to verify their eligibility for use of the Public Access Internet workstations. · A second child sharing a station will be asked to present his or her own library card to the staff before sitting down at a workstation. · All visitors are eligible for library cards or guest passes if they present adequate identification.
TIME LIMITS
- One hour per individual user per day. The individual user must be using his or her own library card and must not use the time of another individual.
PHAROS MANAGEMENT SOFTWARE
- An individual may log on at any open station.
- If no stations are currently open, use the Pharos reservation system to register for the next station that becomes available.
- It is the user's responsibility to watch the monitor for his or her turn and to log on within the 5-minute time limit.
- To save any unused time, individuals should log off when they have finished using the station.
- If an open station is still logged on to another user, the individual must log off that session before logging on for his or her own session.
PRINTING
- Price is $.10 per page for black on white; $.25 per page for color.
DOWNLOADING
- Downloading of files to computer disc is not available in order to maintain the security of the equipment and the network.
PARENTAL RESTRICTIONS
- Parents will be offered the opportunity to restrict their child's use of the Internet by denying access entirely or by requiring use of a filtered workstation at the time the child is registered for a library card. A parent may at any time add or remove such a restriction.
- The parent is required to come to the library to implement the restriction because they are required to present the child's card for alteration as well as having the restriction noted in the patron database. To provide staff with a simple visual method of supporting parental choices, the library cards will be punched with a symbol indicating the child's level of Internet access. A note is entered in the patron record to link to Pharos management software.
CHILDREN'S ROOM
- To allow younger children the opportunity to use the Internet, use of the Internet workstations in the Children's Room are limited to 8th grade and younger children.
- Adult use in the Children's Room will be allowed only in support of the child's use. As always, parents will be encouraged to come with their children to use the library and the Internet workstations.
MULTIPLE USERS
- A second child sharing a station will be asked to present his or her own library card to the staff.
- No more than two people (if more than one seat is even available) at a workstation except parents with young children.
- Groups or individuals gathered around people using the workstations are considered to be interfering with the use and privacy of the authorized users and will be asked to move away.
LIBRARY FINES
- Payment of library fines and fees is required on the same basis as for the check out of materials.
- Annual verification of address and other borrower information is required on the same basis as for the check out of materials.
STAFF MONITORING
- Staff will monitor the use of the workstations to determine if patrons need assistance in searching effectively and for security purposes, conformance with procedures and acceptable use policies and the detection of illegal activities.
ALERTS/WARNINGS/SUSPENSION
- Suspicion or evidence of violation of library policy and procedures will result in staff alerting users to the requirements of the policy and procedures. The alert will be noted in the staff log.
- A user who has previously been alerted to unacceptable use or behavior will be warned if the same or similar violation of policy or procedures occurs that he or she will be suspended at the next incident. The warning will be noted in the staff log.
- A user who has previously been warned because of a violation of policy or procedures will be suspended for two weeks for a subsequent violation. The suspension will be noted in the staff log and the patron's record.
- A subsequent violation by the user will result in a four-week suspension. The suspension will be noted in the staff log and the patron's record.
- A violation following a four-week suspension will result in a one-year suspension. The suspension will be noted in the staff log and the patron's record.
- Behavior that appears to be Illegal that is detected by the library will be reported to the appropriate authorities and will result in a more severe initial discipline by the library.
INTERNET SAFETY
- Information about online safety related to providing personal identification information, use of e-mail, chat, and other forms of direct electronic communication will be provided through the Library web site and as a printed brochure offered in the library and provided to people registering for library cards.
